OK so it's 1991 - a fairly shit year from music (don't agree? Two words for you: Bryan Adams) compared to 1987-1990, although not as bad as some years...certainly house had gone and rave had only just started so the mainstream charts were a bit crap.

Although this is the US Greatest Hits I suspect, as there was still quite a lot of dance/baggy/indie tracks in the UK at the time, from the US it was the era of the crappy drippy 'soul'-less ballad. Usually accompanied with slow-panning back and white or sepia video and the singer looking like they had indigestion while slowed down shots of water, crushed flowers, blotted love letters, things dropping/breaking and badly staged flashbacks (sometimes in colour!) to 'happier times' to the singer with some preposterously unlikely model as their partner, where they had the sexual chemistry of a bowl of chicken soup.

Which would then play for about 10,000 years on your local music channel/show and no-one you know had bought it and you couldn't work out who liked this shit.
