Just that - rubbish being put in the wrong bin - councils are using the anti-terrorist laws to spy on people who are putting their rubbish in the wrong bins, or their neighbour's bins. Or to check if parents actually live near a school if they are moving in just before term. Or littering.
These laws were supposed to be to stop terrorists, not go after litterers and parents!
