I haven't seen any anti-terrorist campaigns here. During the holiday season they had a campaign for buying gifts/using your credit card carefully.
Here in Spain ID cards are needed when you use a credit/debit card. They don't provide ID cards to residents who are EU citizens, so Brits are out of luck. Because I am from the New World, I have resident permit ID card and I use that.
On TV when the police are hauling away an ETA suspect, the police wear masks. When they are jailing politicians you can see their faces. Often you can hear bystanders applauding.
I'm not sure what "putting rubbish out correctly" means. We have those various colored bins for recycling, but people also put bags on the sidewalk for nightly pickup. You'd be surprised what you see tossed on the sidewalk sometimes.
